The Primary Care Commissioning Committee took place on 20 July 2023 at 10am. The meeting was quorate.

The following key decisions were made in the committee:
Item 1.4: Minutes of the Meeting Held on 8 June 2023
Decision: The minutes were agreed as an accurate record from the previous meeting
Item 2.1: Primary Care Procurement Review and recommendations
A series of recommendations were presented to the committee in relation to the future Primary Care Procurement Evaluation Strategy (PES). A PES is developed following a decision to procure a service. The development and agreement of a PES is a critical part of the wider procurement process.
Decision: The Committee approved the recommendations for the future Primary Care Procurement Evaluation Strategy (PES) and the continued support from NHS SBS to implement these.
Item 2.2: Delegated Assurance Framework Quarterly Review
The Primary Care Commissioning Committee received the first quarterly assurance framework for the four delegated primary care services for the period April 2023 to June 2023. This would be presented to the committee at each quarter throughout 2023/24.
Decision: The Primary Care Commissioning Committee noted the assurance frameworks and the progress to date.
Item 3.1: Commissioning Decisions – Slaidburn Country Practice – Options Appraisal with Recommendation
The Primary Care Commissioning Committee (PCCC) considered options relating to the award of a long term contract for the Slaidburn Health Centre. The ICB has a responsibility to ensure the provision of services with the best outcomes for the public, working within the statutory frameworks that are in place. The committee considered an extensive level of detailed information. This included the rurality of the local population and the associated challenges for delivering a sustainable and accessible service, provider interest, feedback from Health Centre patients and current service delivery. The Committee recognised the importance of considering all this information alongside independent expert legal and procurement advice when making the decision.
Decision: The Primary Care Commissioning Committee considered all the options and supported a decision in principle (subject to further due diligence) to proceed with Option B, a Direct Award to the current provider (10+5 years) without further market engagement.
